Second Conditional
The second conditional uses the past simple after if, then 'would' and the infinitive:
if + past simple, ...would + infinitive
If the European Union countries planned a strategy to put up Sirian refugees, a lot of people wouldn't have to go back to a war that's killing a lot of civilians. If I won the lottery, I would buy a big house.(I probably won't win the lottery) If I wereyou, I wouldn't go out with that man.
